Search-engine verification (Google Search Console, Bing Webmaster Tools, Yandex Webmaster) uses a one-time meta tag to confirm site ownership, not a cookie — it doesn't track visitors at all, listed here only for completeness.

The Free Tools Run in Your Browser, Not on a Server
